Production of procedures for the O&M of a major transportation system with the provision of specialised expertise in H&S
Description of Project
This ambitious project required the production of more than 1,500 operation and maintenance procedures in both English and French, for a transportation system comprising two single-track railway tunnels of around 31 miles in length. The system also incorporated a road tunnel for service and emergency access, and associated railway infrastructure.
Carrying out four forms of transport on a 24/7 basis, the tunnel complex included:
- Tourist shuttle trains for carrying cars, motorcycles, coaches and caravans
- Heavy Goods Vehicles (HGV) shuttle trains
- Through-tunnel international passenger trains
- Through-tunnel international freight trains
To operate a safe and effective commercial system, and in order to comply with the relevant statutory bodies, the tunnel operator asked us to implement a comprehensive and effective set of procedures, an efficient maintenance management regime and broad health and safety practices.
Chaucer’s scope
We provided a bi-lingual team for the development and documentation of the procedures detailing the operation and maintenance of fixed equipment, including the tunnels, rail track, overhead catenary and power supplies, and the mechanical and electrical equipment.
Our team was responsible for the development of the project’s safety case, including safety audits and the development and implementation of procedure and safety training.
We were also to look after the provision of project management services and business and systems analysis in respect to the development of a technical performance monitoring system for the client.
Benefits
The Chaucer team successfully crossed language barriers, having created a set of comprehensive operating and maintenance procedures in both French and English, fully documented and cross-referenced for ease of use.
All the procedures were designed to be fully compliant with all regulatory requirements from both sides of the tunnel, as was the health and safety compliance, conforming to European statutory requirements.
Our team’s service was considered so valuable – and cost effective – that we were asked to provide a full management service, including the application of special expertise in health and safety, and maintenance management.
